On 6 July 1859, General Pedro Santana, Constitutional President of the Republic promulgated the Act to "restore the old University of Santo Domingo" which in its Article 2 establishes four faculties, including the Court.

The Article 9 of the Act, provides that "the Faculty of Law include the following subjects: General History of Law and the Law in Private Law, Constitutional Law, Law of Nations, International Law, Administrative Law, Civil Law, Criminal Law , Public Law and Institutions Ecclesiastical canonical Commercial Law, and Maritime Law.
